You're looking at 2 Drexel Silverware storage inserts for use in your China Cupboard.
They are built on a rigid base (plywood, chip board, etc) and covered with Pacific Silver Cloth to minimize tarnish when in storage.  Designed to be stiff enough to remove from the drawer and set your table from the insert.  The large one is approximately 16x14 inches and the smaller roughly 11x10 inches.
The larger one has a worn corner to the silver cloth where the plywood base is exposed.
